If you own a home in Oakland, El Cerrito, Alameda, Albany, Emeryville, Piedmont, Kensington or the Richmond Annex, the East Bay Regional Private Sewer Lateral (PSL) Program likely applies to you. It requires a Compliance Certificate before certain events, and selling your home is the most common one. The good news: with a little planning, it doesn’t have to delay your sale. Here’s what East Bay homeowners need to know.

What Is a Private Sewer Lateral?

Your private sewer lateral is the pipe that carries wastewater from your home to the public sewer main, usually under the street. As a property owner, you’re responsible for it. In many older East Bay neighborhoods, those laterals are decades old and made of clay or other materials that crack, separate at the joints, or get invaded by tree roots over time. During winter storms, rainwater and groundwater seep into those cracks and overload the sewer system, which can push untreated or partially treated wastewater into San Francisco Bay. That’s why EBMUD and the participating cities created the Regional PSL Program: to find and fix leaky laterals over time.

When Do You Need a Compliance Certificate?

Under the regional program, you’ll typically need a Compliance Certificate when one of these “triggers” happens: Selling or transferring your property, including bank-owned sales and short sales A major remodel or renovation, generally work valued over $100,000 Changing your water meter size You can also choose to get a certificate voluntarily, even if none of these apply. How Long Is a Certificate Valid?

According to EBMUD’s program guidelines: 20 years if the lateral was fully replaced 7 years if the existing lateral passed the test without needing replacement If you already have a valid certificate from a past sale or remodel, you may be all set. How the Process Works

Here’s what the path to a Compliance Certificate typically looks like:
Step 1: Sewer Camera Inspection
We start with a sewer camera inspection. A high-resolution camera runs through your lateral so we can see its condition, its material, and any cracks, offsets, sags or root intrusion. You’ll see the footage too. Important: EBMUD doesn’t accept camera footage in place of the required test. The camera tells us what work, if any, is needed before testing.
Step 2: Repair or Replace, If Needed
If the lateral is cracked, broken or full of roots, it will likely need repair or replacement before it can pass. Depending on your property, options include: Trenchless sewer replacement, which replaces the pipe with minimal digging and spares your landscaping, driveway and front steps Traditional excavation, when site conditions require it Spot repairs for isolated problems, though this depends on whether the rest of the line can pass We’ll also handle required items like cleanouts and backwater protection where needed. City permits are required for this work.
Step 3: The Verification Test
To earn the certificate, the lateral must pass a pressure verification test witnessed by an EBMUD inspector. Your plumber schedules the inspection, sets up the test, and EBMUD observes it on site. Alameda and Albany: In these two cities, property owners are generally responsible only for the upper lateral (the section on your property), not the full line to the main.
Step 4: Certificate Issued
Once all laterals on the parcel pass, the Compliance Certificate is issued and can be downloaded and shared with your escrow officer.

Running Out of Time Before Close of Escrow?

It happens, especially in a competitive market where homes go under contract fast. If the lateral work can’t be finished before closing, the program offers a Time Extension Certificate. It gives the new owner six months after issuance to get the Compliance Certificate, and it requires a refundable $4,500 deposit. Who handles the certificate, buyer or seller, is something the two sides negotiate. Some sellers handle it upfront to make their listing more attractive. 4 Ways to Avoid Sewer Lateral Delays When Selling

Inspect before you list. A camera inspection a few weeks before listing gives you time to get quotes and decide how to handle repairs without escrow pressure. Find your paperwork. If a certificate was issued in the past few years, it may still be valid. Get a written, flat-rate quote.
