Possibly. Homes in Oakland, Emeryville, Piedmont, El Cerrito, Kensington, and the Richmond Annex fall under the East Bay Regional Private Sewer Lateral program, which can require a compliance certificate when you sell, do a major remodel, or change your water meter size. Berkeley runs its own separate program. We can camera-inspect your sewer lateral and explain what’s needed. Check current requirements with EBMUD at eastbaypsl.com.
Rules are changing. Starting January 1, 2027, Bay Area Air Quality Management District rules require most new residential gas tank water heaters (under 75,000 BTU/hr) sold or installed in the region to be zero-NOx - which in practice usually means a heat pump water heater.
